Four cost indicators appear throughout this site: compliance teams at companies operating in Belgium describe spending around eight working days a month monitoring and interpreting regulation before any implementation work begins, worth roughly EUR 30,000 per FTE per year in internal time, alongside EUR 10,000–20,000 in external advisory fees each time a new framework lands and 3–5% of revenue on compliance activities overall. These come from our own customer-discovery interviews with compliance, legal, finance, and operations leads — they are order-of-magnitude indicators from a self-selected group, not findings from a statistically representative survey. This page documents how each one was derived and where it is weak, so you can judge them for yourself.

How each figure was derived

Self-reported time estimates from our interviews with compliance, legal, and finance leads at companies operating in Belgium. Interviewees were asked to estimate the recurring monthly time their team spends discovering, reading, and interpreting regulatory change before any implementation work begins. Eight working days is the midpoint of the range described by companies with a dedicated compliance function. It is a typical figure from those conversations, not an average across a representative sample.

per FTE per year in internal monitoring time alone
Derived from the figure above rather than reported directly: eight working days per month is roughly 40% of a full-time role. Applied to a conservative fully-loaded annual cost for a compliance or legal professional in Belgium, monitoring time alone represents EUR 30,000 or more per FTE per year. Because it rests on both a self-reported time estimate and a salary assumption, it should be read as an order of magnitude. typical external advisory cost per regulatory framework
Reported directly by interviewees: the typical one-off external legal or consulting spend to determine the applicability and impact of a single new framework — for example NIS2, CSRD, or GDPR at its introduction. The range reflects differences in company size and framework complexity, and is the figure our interviewees were most confident about, since it appears on an invoice.

An order-of-magnitude estimate for total compliance spend — people, advisory, tooling, and implementation — described by interviewees and consistent with published industry benchmarks for regulated mid-sized companies. This is the broadest and least precise of the four figures and should be read as indicative only.
How these figures were gathered
These figures come from structured customer-discovery conversations conducted by the Uplex founding team with compliance, legal, finance, and operations leads at companies operating in Belgium, as part of our validation work within the VLAIO and Start it @ KBC programmes. Interviews followed a consistent question set covering how regulatory change is discovered, who interprets it, how long that takes each month, and what external advice costs when a new framework lands.
Time estimates are self-reported by the people doing the work, and cost figures are either reported directly (advisory fees) or derived from reported time using conservative fully-loaded salary assumptions for Belgian legal and compliance roles. Where a range was described, we quote the range or its midpoint rather than the extremes.
What this is not: interviewees were companies we approached during product validation, not a random or representative sample, and we did not statistically weight or audit their responses. Treat every figure here as an order-of-magnitude indicator of what compliance teams told us, useful for sizing a problem and not for benchmarking a specific organisation. We publish the derivation and the weaknesses precisely so the numbers are not mistaken for survey results.
